Some towns. It's not universal. Freaking stupid but my town requires it. We use to take wagons out west and now we have to ask for permission to put something in our own yards. It's ridiculous.
I have a much larger version of this same shed. Got it from home depot and it arrived on a pallet delivered by flatbed. Many of the reviews talked about how it took months and at least two people to build. Yes this is smaller so should be less difficult but it is the same basic design and will still be a project. Based on how intense the reviews were about the difficulty of assembly I ended up paying home depot an extra $500 assembly fee which I was on the fence about because it felt lazy and that's a lot of money to me. In the end it took two full 8-9 hour days for a pro to build it plus had to order some extra parts from Lifetime and another 4 or so hours a couple weeks later to finish it up. It looked like a miserable job tbh and I no longer question the HD assembly fee. Worth every penny

btw do be aware it also needs a wood or concrete base, not included. I already had a concrete slab in the back yard that worked.

No Sam's Club in my state, but on checkout screen it says "Become a Plus member -Free shipping on eligible orders over $50". Is this not correct? I don't want to sign up for a membership if shipping is not free

Same for me, signed up to Sam's just for 2 of their 6x4 Suncast sheds with free shipping. They lost money on my deal. Lol

Did a Home Depot employee do the job, or was it through the "Get Referred to a Local Pro" service? and the concrete slab, do you just lay them there on the uneven ground?

I would try to level the area with some pea gravel or something. The concrete is good because you won't have uneven give, but having a level base will ensure the structure stays solid.
I put a Rubbermaid shed on level pavers underneath ground rated plywood and the plywood, even though well supported by pavers has too much give.

We had one of these at our last house and it was great, considering another one. We just put it on a well compacted and leveled dirt area and it was fine for years, I wouldn't over think the pad too much as long as its level.

I have the 12.5 foot long version. I got a contractor to pour the slab. There is no getting around there is ALOT of assembly required. I threw 4+4 hours+ at it over the weekend 4+4, all set up, no real down time. Got to the walls ups phase and build the trusses and eaves. I consider myself advanced, and do not feel bad about the results, It's a lot of assembly, but fairly stout, and waterproof. But, it's not for those who don't finish things or who are clusmy with directions. If you are going to do this, just do it page by page. Get yourself a tool belt for the screws, and a small impact driver is huge. You do have to be careful not to over drive the screws. Just past tight.

TLDR: Get a tough shed delivered.

Got one of these last year, took about 3 hours to build solo. There is a youtube video that follows manual step by step on building this, was a lot easier then the manual. Holding up good, making sure your base is leveled is key to a smoother build process. Wall panels slide and click into place, panels with screw holes need to be lined up, leveling is key or it will be a nightmare. I leveled ground then just put pavers down.

It's plenty big enough for some outdoor equipment. A lot of people just want a place to stash a mower, generator and some yard tools or things like that.
