That is definitely odd. I'm going from memory here but somewhere in the app is bandwidth control of quality of service settings. If they are enabled try disabling them.

*edit* a few other things to try:
QoS: remove all priorities and set bandwidth to 1000Mbps.

Turn off the UPNP feature and SIP ALG feature in the Deco App Under: More > Advanced > NAT Forwarding.
