Lowes usually has it for $2.00 in a larger bag ,on and off, starting about the first week of April

Usually, you can get rubber mulch cheaper during fall time.
But if you're mulching in different locations, the bags are easier in my case. I have a tree lined driveway that is 200' long and on a slope. So I can drive down and throw out a clean, measured, identical bag at each tree. Much easier than shoveling from a pile, then loading up a wheelbarrow each time and pushing it up and down the hill.
But the dump trucks from a local nursery generally have better quality mulch as long as you need that much. I hate the waste of the bags...but I hate going up that hill even worse.
