Yeah, I believe so. My kid is 1.5 and I got this last year. One of my friends kid who is 4 was able to use it but was a tight fit. I doubt it will be comfortable enough for them to use regularly.

I have this and I like it (though my 1.5 year old daughter doesn't use it at all). I have 2 cons:
  1. Turning radius is wide - its hard to use this inside the house unless you have a significantly large space without any furniture.
  2. No charging indicator - manual says we shouldn't charge for > 10 hours and there is no indicator for when it is charged. So you have to remember when you started charging it at night and unplug it in the morning.

2yr old and 5 yr old love this. I upgraded the motor and battery and this thing does wheelies. Swap to the 6v battery for the youngest, the oldest gets the 12v.

The one that person shared is a push only model, not the 6v. They do carry the 6v model which is the same as costco under another listing. Seen both in store before at Walmart.
