Returns can be filed on paper and sent in the mail without any internet connection. You can still "file" a federal or state return without "e-filing" one. Till fairly recently that was how all taxes both federal and state were "filed". "E-Filing" is the ability to transmit it electronically directly to the tax agency. Federal has been accepting "e-filing" for some good time now and most states are but I do believe that not all states are even capable of it as of yet.
To answer your question what you get with this package is the ability to "file" as many returns both state and federal as you likebut you only get five federal "e-file" codes and none for state.
If you want to efile state with Block you are going to have to pay more and I believe that price is $19.99. I would recommend declining that and just filing you state on paper and through the mail as that is the absolute cheapest way to get them filed.
Personally I do not worry about "e-filing" state and look for the best value for getting federal and state filed. I just "file" state on paper. Filing state can be free if you doing it on paper.
I'd also recommend to stay away from all the online supposed free online versions or at least be very careful in reading the terms of what you get as you can get into them just like you did and find they end up not free after you have done much work
I assume Taxslayer is trying to sell you an upgrade so you can e-file or you income tax situation is something that their ree version will not do. The do have an AGI and other limitations on the free version and say they will switch you to the paid version if you are outside them.
There are other online options that may work for you and be much less. FreeTaxUSA will supposedly file and e-file both for $15 with no income limitations and you might want to give that a try.
Why do you say this?
Because it's not a very good VPN product. There are at least a dozen better VPN products out there.

This is more than sufficient for schedule c 1099 pay. I've used less for years as an independent contractor sports official.
