It's the delivery option that you have to tip for. Basically those orders require someone to go shopping for you at your local Walmart and bring it to your house (sort of like a Uber / Door Dash).
Interesting thing is some shipping orders end up still being brought to your house via a delivery person in a car anyway, but you don't have to tip for those. They are considered regular shipping.
I will not ever take advantage of this deal again.

Received $10 walmart cash after adding showtime to paramount and getting 50 off gallon at exxon.

5% cash back on gas with Costco Visa is good anywhere, not just Costco gas stations
Plus Sam's Club isn't Top Tier gas. No Costco anywhere near me.
My Exxon also the same price before any discounts at Walmart and Kroger gas.
Fifty cents off a gallon is a sweet deal for me.
