Are they ever gonna release the 'full' Eric Stoltz version (or as much as they shot)? I thought Bob Gale said they'd do that at some point.

Maybe he's waiting on AI to finish it up.

Tempted to get this. But already have it on Blu-ray. 4K is nice but doubt it's worth upgrading when one has the blu-ray already.

I guess that depends if you have a high end TV or surround setup and how much value you place in this having a stand out transfer, remastered with Dolby Vision and Atmos. If you don't have a TV or surround capable of those features, then it is likely not worth the cost to upgrade.
