The amp rating is the safety rating of the cord itself. It doesn't mean your device on the other end at close to that limit will run ideal or good. The OP referenced motors which have a large inrush of current when they are starting up which could cause problems for that device (not the cord) on a such a long 16 gauge cord. In the big scheme of things, 13 amps on a 50 foot 16 gauge extension cord is roughly a 3% voltage drop across that cord which most things would not notice. A motor that may have an initial 40 amp rush and that is roughly 20 volt drop which is significant at its startup.

Use on what ever you want, doesn't bother me. There are plenty of uses for a 16 gauge 50ft cord. This specific cord is also a SJEOOW which is TPE and more flexible than the cheap HF cords.
