So is the theory that WM is trying to avoid offending residents of a country in which it doesn't operate? Huge if true.
Anyone willing to slash at you at that point, the last thing you want is resistance. If they have gotten a cutter/knife between you and the pack, the last thing you want is them fighting with the strap and getting frustrated... Because the next place that blade is going is possibly into your abdomen.
If they have a knife on the strap, best course of action is to let them have it, and then grab pepper spray... or more potent devices... from wherever you conceal it.
This is largely hypothetical. Such attacks are rare. Fanny packs identify you as more likely to be a tourist, and pick pocketing is how they get you.
