This thing would have no problem at all with "intense web browsing" whatever the heck that is anyways.
The strengths are in the 5W TDP.

You're not getting that with an Optiplex.
I think intense web browsing could be considered a couple browsers and maybe a 100 tabs open.

The processor has value as a media center PC because its media playback capabilities are decent. The 16gb of ram is convenient for running light services. It's a bit slower than an older Apple A13 chip according to Passmark. It would be pretty slow for intense web browsing.

About the same level of performance as an Intel Core i5-6500. Decent amount of spec for $130. Roughly the same price as a used OptiPlex from eBay.

Still running my XC830 for SAMBA, HA and torrenting… weak as a desktop, strong as a media server. The best thing is that… total cost is under $100 including the extra 4GB Ram and a HDD caddy

I use an n100 as a media server but even with minimal Linux install... I wouldn't say it is anything but barely serviceable for web browsing and such. Personally, I'd choose to spend another $50 on something with a better processor
