i dunno whether taco bell's server clock trails real time, or if the Drop page gets cached somehow if you're still in the app, and haven't moved around (e.g. changed screens) enough. it could be coincidence, but the offer appeared after i left the Order tab/pane for the Menu one,then switched right back.
hell, in the past, i'd EXIT the app, and make a point to reload it right before or at the clock reaching 4:00pm (CDT).

they do have a consolation offer for a $1 Burrito Supreme if you spend $15. that's doable with some tinkering if you buy two $7 Luxe Boxes. i'd normally advise against buying anything at full menu price at taco bell, but their ~3 boxes are an exception.
Just eat the dogs and cats or the soon to be empty shelves.
