So what you said is true outside of items already in the US.
If you look at the link provided this is shipped from the US and not shipped from overseas. It's exempt from tariffs.

I don't own an XBOX and will be using this for the Switch. My question is about the gamepad buttons. Starting from north and going clockwise. Switch is XABY, but the XBOX is YBAX. If I were to use this, does it follow what's printed or what's the button location?

Correction: there are 3rd party wireless controllers for Xbox, but they need to be approved by MS. Eg Razer Wolverine V3 Pro Wireless Gaming Controller
