I don't know about these specifically, but the majority of combo locks have terrible security and many can be quickly decoded or simply opened with a knife tool (thin shim). Don't use combo locks in this format for anything you really care about.
The pictures also don't show any indents in the shackle for bearings so I would question their prying resistance.
These are actually pretty large locks, and slightly smaller size of a Master combo lock. I originally bought these thinking they were the smaller luggage locks, but these are pretty big, and heavy. For $7 for 2, it's not a bad deal... I bought two tiny luggage locks (small enough to fit through the zipper holes), and those cost $6 for two... and those are super duper cheap quality. These locks are a lot larger, a lot heavier, and have four digits. As with any cheaper lock, it's not going to stop anyone committed to break in, but it's more of a deterrent for an opportunist thief (most thieves are lazy, so if there's something without a lock, it's easier to steal or break in).

The reviewers all say no, lightweight lock, visual deterrent, wouldn't trust with anything valuable, etc.

At any rate any locks I keep outdoors I heavily oil ahead of time and never have issues with them seizing up.
