i've been out of the PC building game for a while so I bought a prebuilt with an Asrock 650M-C w Ryzen 7700 and 4070. Manual says 6000 is the highest for memory, Will motherboards automatically clock this down.?

No, you may have to look for the "improve memory compatibility" checkbox in the bios, which should allow for the higher clock or use an expo profile for 6000mhz, which are generally included for this reason.
Ex. Expo 1 may be 6400mhz at 38cl and Expo 2 will be 6000mhz at 36cl
Plus the agesa updates have expanded memory compatibility so even if you didn't set Expo timings, it would default to something usable like 5600mhz at cl34

If I was you I'd go for Ram with 6000 with CL30. The 6400 at CL38 isn't great. Corsair sells Ram around this same price and better specs
