So no, it's not waterproof.
I probably know more about waterproof jackets and wbp ratings than anyone else on this board (I used to work with WL Gore, the makers of the Gore-Tex fabric).
Essentially what does "water resistant" mean for the consumer?
Well...in the easiest way possible. In a downpour, if you are walking from your house to your car in the driveway, you'll stay dry. In a downpour, the walk from the parking lot to the grocery store, you'll stay dry. In a downpour, you will NOT stay dry for really an extended period of time past about 3 minutes.
For probably 98% of your daily activities, water-resistant is fine. Don't expect to go hiking in the rain with this and stay dry. Don't expect to wear this at your kids soccer game in the rain and expect to stay.

If you want actual cheap waterproof layer in case of emergency in the outdoors then look into frog toggs or a cheap plastic poncho that goes over your body
