I get the Bell and Howell (UL) version of this.
Its probably the original

Yes, your phone controls the amperage, but for this type of USB charging the charger controls the voltage. It's possible out of acceptable range voltage caused damage. Or perhaps it's not putting out smooth 5v DC, it could be oscillating up and down. I have a USB volt/amp meter, and I have come across a couple cheap USB chargers that would drop the voltage below 4 volts when charging a phone.

This is "ETL" certified (according to the product page). If so, it's not a fire hazard. Assuming that it's "ETL" certified, that was either a defective device or it actually was a problem with their phone (which is less likely).

It can only be a "bad phone" if it doesn't charge properly using the OEM charger. The post that you replied to didn't indicate that (although it's a possibility). These off-brand devices aren't always safe to use (in general), as many have no "UL" or "ETL" safety approvals. In all fairness though, according to the product page, this does supposedly have an "ETL" approval....which can be verified only with a visual of the rear of device (there's a number specified, that can be checked on the ETL website). It's a real safety issue if ANY electrical device/cord doesn't have any safety approvals!

I like this deal, but do note that USB-C will do slower fast charging if you have other USB-A devices plugged in.
