USB-C PD 3.0 allows up to 100w charging, while 3.1 allows up to 240w. The device needs to support that level to charge at that rate, otherwise it will negotiate the fastest rate available from the charger that the device can handle.
Your S25+ supports a theoretical max of 45w, (in reality more like 42w) so a 45-65w charger should be all you'll need to achieve max charging rates. Charging at high speeds consistently CAN lead to reduced battery life over long term usage, but it's not a dramatic reduction, typically. I personally just wireless charge 99% of the time, with 10-15w charging, and rarely feel i need to fast charge my phone since it last at least 24 hours with regular usage. (S24+)
