OK, then it is normal.
My hypothesis is that they must be shipping it from Cambodia with just the larger luggage, then in USA, or elsewhere, filling it with the smaller bag, which Sams Club also sells separately.
I'm glad I didn't return it, thinking it was used.
The only think I would complain about, if you could call it that, is that the larger luggage seemed heavier. But, I assume it is because of the thicker polycarbonate cover with the frame that holds it. On the web site it states 12.4 lbs in the Q & As and elsewhere it states 11.8 lbs. Are you able to weigh it?
My spouse has already filled the luggage with clothes so I can't weigh it empty. I'm curious of what the larger luggage actually weighs. I'm happy with its dimensions which seems appropriate (perhaps even PERFECT) for 50 lbs max limit luggage. Anything larger would be a waste.
The carry on luggage has a PERFECT size.

This luggage is from Marks & Graham which is a brand of Williams Sonoma. That said, I have no idea of its quality.

The question I have is whether you have either / or or both memberships - COSTCO or Sam's Club.
Since you already have a Costco membership, you have an advantage - no shipping ($12) and no non-membership surcharge ($13), plus the item is cheaper ($10) so that's a $35 advantage.
As for the luggage - they should be comparable in quality.
So, it now boils down to size.
CARRY ON
The Sam's Club Members Mark Mark is the same height of my other carry-ons but its depth is more. So, I guess that's where it stands out in maximizing space. It is well built not that one would ever need that protection in carry on. It is also not light which means if anyone weighs it for purposes of extra baggage fees, then it is a disadvantage.
The Costco deal's greatest disadvantage is the carry-on size. Smaller than what it could be. But, you said you didn't care about that.
CHECKED LUGGAGE
Sam's Club Members Mark Mark: What struck me most is the weight! It's relatively heavy and that's its biggest disadvantage. So, if you are worried about carrying the most without paying extra, pay attention to the weight. The web site Q & As say it is 12.4 lbs. It terms of "size" it is in a sweet spot; not large, not medium other, somewhere in between. So if you are thinking of maximizing volume, this is not it.
Traveler's Choice: It seems it is maximizing volume so naturally it will seem bulky. It is also less heavy at 11.2lbs, so it should work in your favor since you want maximum volume. You will be fine with the size on check in. The luggage specifications are 61.7" which is less than the 62" max, and airlines always have a little grace, so on that part you are fine. So go ahead and even use the 2" expansion. Should be zero issue. Your constraint will not be space but the weight of a packed luggage with clothes, etc! The bag can likely hold far more that 50 lbs!
So, with your hat on: not caring about the small carry on, but wanting to maximize checked luggage space, having COSTCO membership, lower price (and equivalent quality of Members Mark and the Costco luggage), I say it is no contest; COSTCO Traveller's luggage wins! Luckily, this is an easy decision for you!
