Yes part 1 is a remake. The PS4 version of the game is a remaster of the original game which released on PS3.
Part 2 was originally released on PS4 only, which is why the PS5 version is a remaster. If you already own the PS4 version of Part 2, you can upgrade to the PS5 remaster for $10.
I don't own a ps5, and my gpu isn't beefy enough for the steam editions (which are apparently troubled anyway).
Should I play through the ps4 editions or hold off until I get a ps5 (which who knows when)? Sounds like the new versions are significantly better. I'm not likely to play through them twice. Only ever played half life 2 and portal(1/2) through multiple times.

PS4 editions are still great. If you're alright with 3rd person shooters definitely play the ps4 versions. Be aware part 2 is going to push your ps4 to its limits
The PS5 remake(part1) adds a lot of accessibility options which can make the game significantly easier. My SO played the PS5 version with weapon sway off and slow down time when aiming. She freaks out too much in stressful situations I'm thinking about dropping $30 just so she can enjoy it without a month of ps+ streaming. The ps4 part 2 has these accessibility options.
