Foaming hand soap = 1 part liquid soap plus 2 parts water. Far cheaper than buying supposed foaming hand soap.

I was just looking at how to make my own. Depending on the liquid soap you could go all the way up to 4 parts water to 1 part liquid soap.

If you want to call it antibacterial then throw in some rubbing alcohol.

If you want to make it scented then throw in a little bit of fragrance oil. I think it was about 5% of the liquid soap amount. So a few drops in a bottle would probably be good. Or just buy scented liquid soap.

At my local Costco 160 oz of soft soap is $12 but it's not foaming

This stuff contributes to antibiotic resistant bacteria and is no more effective at destroying bacteria and viruses than ordinary soap. Tons of studies have shown this and I'm surprised they still are allowed to sell this garbage.

Save the antibiotics for internal use and maybe before surgery and in the meantime, just wash your hands with regular soap and marvel as it protects you just fine.

Never seemed the same quality to me. For a couple bucks, I'll stick with store bought

Foaming is not about the soap. You can just dilute with water and call it "foaming" soap. You just need a right pump to be foamy. I learnt it recently and just get regular soap and add water then put it in a foaming dispenser.
