That said this is to me a pretty darn good deal. This is for someone on 1080p - it'll do 1440 of course but the sweet spot for this card is 1080p ultra with all those texture packs because it's got 16.
So dont expect 120 fps, expect like 60-80 on ultra at 1080p and youll probably spend most of your time at about 70 fps. That's totally fine and very pleasant. BTW that's for AAA games for everything else you're going to be flying at 120.
vram used to be more less to normal gameplay vs "shiny toys" like ray tracing, but I would not spend any amount of money now in an 8gb card. At that point you might well go back to older consoles. 12Gb minimum imho. Even my RTX 3080 struggles at 10Gb.
I do love MicroCenter though. I managed to snag an open box Gigabyte 9070 XT with full 4-year warranty for $670 after tax out the door after using my Insider credit card to get 5% more off.

Personally I think that if possible, it makes the most sense to just sit out this generation of cards. Offerings from both sides are underwhelming.
