Steamer baskets are small and unstable and a little more unwieldy to use. They are hard to lift up when they are full of stuff. You can only use a very shallow amount of water under them, so you have to be a bit careful about running dry. They are also harder to clean. The steamer insert has none of those problems. It has a huge capacity and it's just a pleasure to use if you steam things frequently. To me it has zero drawbacks other than needing a space for it in your drawer or cabinet.
I am guessing he means a pot as in something without a long handle.
3 quarts is kind of small and generally easier to pick up with one hand, so you usually see 3qt pots with long handles.
A 3 quart without a long handle would be for an oven-to table kind of use.

It is a bit of an odd size--I'd hate to have to use 2 hands to dump my 3qt pot--but I suppose it would work well for oven-to-table use. Although for that I'd probably prefer some enameled cast iron (or just stoneware if it doesn't need to go on a burner).

Ended up ordering the 10" fry pan with lid (I only cook for just me so should be fine).
With these, replacing my old consumer non-stick Calphalon set is almost done.
