May be a YMMV but even in California Cigar Page has been nothing short of rock solid for shipping and excellent customer service. Pretty well regarded vendor in the community.

Hopefully whatever experience you had you were able to reach out and have them make it right.

I've easily seen 50 people talk about CP and their deals/shipping and he is the only one to ever complain about it. Enough said.
