Note: this is Hong Kong version, which will come with a power adapter. Mario Kart activates just fine, you just need to switch to HK region first, then switch back once the game activates. My friend actually bought it 2 weeks ago and received it 2 days ago and did just that, hence why I am posting this deal

Not region locked exactly, the power supply will be different (you can get a converter or buy the US plug). The digital code however, is region locked but in the past, I would create a Hong Kong account, redeem the code, and boot up the game on my US account just fine, with English via gamesharing.

This console will also play cartridges from other regions.

Yes that's what I mean. I got the HK version of the OLED switch for around $150 and it has worked fine. My only concern is that I know Japan region locked the Japanese version to keep it at a lower price for locals. But I'm not sure what they did with consoles in other regions.

Other regions are still good, language wise. Japan sold two versions in particular, a Japanese language only version and Multi-language version at a higher price.

How does DLC work if I get a game cartridge from another region?For example, if I get Mario Kart 8 Deluxe in Europe, but my account is based in the USA, would I need to buy any DLC in the European store, or can I also buy it in the US one?

That would depend on the game/publisher in question. For Nintendo published games, you *should* be able to buy the DLC on your US account if your copy if European.
