In the US there are many tests that tools go through to receive different electrical certifications. If you buy anything from outside of the US, or without these certifications, you're risking serious injury. Electricity isn't something you want to mess with, it only takes 15mA (0.015 amps) before you're unable to let go of the tool, and it's that constant current running through your body that does serious damage
