39 to 131 F significantly overlaps with the USDA danger zone for food (food is safe chilled under 40 and heated above 140 F), don't expect this to keep food at 39F by itself. Now, for drinks, 39 F may or may not be cold enough for some, also depending on adding ice or cool packs.

This fridge is what it is, small capacity and not the strongest cooling capability out there, but it is also inexpensive. Careful what you use it for, food poisoning is a biotch.
