Would love to use this but unfortunately don't have the email. The page says it's specifically "available to users who received an email and/or message in My eBay."

I did not have a email, but did see the banner. I bought a $15 coin, then 4 days later got the 4$25 coupon. Pretty good deal.

I did not get the email. I got the banner, I even got a push notification. Did not get a coupon. Reached out to them after the two weeks and they're checking with the "engineering" department. Basically, I got the run around and they're not going to honor it.
This happened to others too.

no you need to receive the email targeted for you, the banner on the web page is just for advertisement.
