I checked with walmart chat about this promotion...
"Thank you so much for waiting, I was checking our discount information and it is a targeted promotion, in this case if you are eligible for it you should have received a marketing email regarding this."
However I never received an email about this promotion but it was still applied to my account. So YMMV.

I'm on the mobile version of Walmart.com and the section for the promo code did not appear until the very last checkout page, at the bottom. Attaching screenshots below for reference. Example is for the Phillips Hue Starter Kit. It must be an eligible item or items(s) totaling at least $35, marked '2-Day Shipping', sold by Walmart.com.

Walmart better get their 2 day shipping act in gear.
I ordered an item with "free 2 day shipping" last Wednesday and it was supposed to be delivered Friday.
I received notice of shipping on Saturday and the item was delivered today.
Definitely not 2 day shipping and definitely not delivered on the date promised.
