That's exactly it. WiFi calling allows your real cellular number to be used over WiFi, even if you have 0 cellular LTE/HSPA/EDGE service. WiFi calling will also use minutes, most of the time.

It can as long as you bring over an already active VZ MVNO SIM. You can't activate new service for a VZ MVNO on the phone without getting it whitelisted by paying the VZ prepaid ransom.
