When I've placed orders & Best Buy tax calculation is down, initially I'm charged the base price. A couple of days later I have another charge for taxes. Happens with PayPal & credit card payment....

I don't think so, because I paid with PayPal and I got charged already. They can't charge you again without authorization. With Walmart Online, you pay upfront, even if the item hasn't shipped.
