Input refers to the charge from the wall to the power bank, and output refers to the charge from bank to phone or other device. is that correct? I learn more in these threads than in forums :)

that one from Wal-Mart says "Qualcomm Quick Charge not supported" in item specifications. better for iPhones. it shouldn't be this complicated I agree.
