13 months = 11/1/17 to 11/30/2018. Once you Activate membership at Costco location, membership starts that month to the END month of expiration, hence 13 months.

Went to Costco 8/1 to activate membership. Coupons arrived by 8/10. NOT one month after activation. It did take a while. Coupons are sent to the address in your Costco membership info.
