If it's unlocked today, it's unlocked forever. It was a loophole before July 18 before Verizon caught it. The Apple server-side unlock worked for you and I (and others) before the 18th.

No, this phone will only work on Verizon prepaid until you pay the ransom to Verizon prepaid, which is $100. So you definitely don't want this phone for $300. I would check out swappa for phones...
