Did you reboot the camera after you created the new reservation? The camera wouldn't care about the new reservation until it was rebooted or finally tried to release/renew the IP it had.

The subnet mask is wrong somewhere can you ping or do a traceroute. The camera should not have a static address as you reserved an address for it in DHCP.
