The price was $16.40 when I click the link but as soon as I pulled my card out and signed into cdkeys account the price changed to $20.49. I guess it wasn't meant to be.

You're right, it hasn't. But that's not to say it won't. I don't think it will, because publishers piss off customers by doing so, but there is a non-zero risk with any grey market reseller.

If you buy on Steam, or other authorized resellers, 70% goes to the publisher/developer.
As to regional pricing, what are you complaining about? That they make games affordable in much poorer...

the demo was great, it's available on steam if you want to try it before you bite the bullet.

Most definitely it can.
You'll get 2 codes that you need to activate with your Steam account: 1 for the base game and 1 for the Shotgun pack DLC.

Maybe they shouldn’t sell keys for lower prices to other regions? I really don’t feel bad in the slightest taking advantage of this and if they wanted it to stop then it’s pretty simple for them....
