No doesn't work with harmony smart hub... harmony is pretty much just for tv and/or devices that have ir or bluetooth, example, I have my old roomba 550 and my 420 vaporizer hooked up to harmony hub...

Does the Harmony hub have zigbee/z-wave? This bulb is zigbee (I believe) and you need a hub that can handle that protocol. I'm using with SmartThings hub and its working well. I have 8 of these.

Got mine yesterday and were really easy to pair with ST. Alexa also recognizes some of the temperatures (Soft White, Daylight, etc) so they are able to be set that way as well.
