Annnnnnddd I feel rather silly since I just now saw it describe the $40 worth of activation fees on a similar ad. I guess they cap the fees at $40 if for some reason they exceed that amount?

What does the "up to $40 value" mentioned in the ad refer to? Since the Iphone is worth far more than $40 and the gift card is advertised as $250, I'm a bit baffled.
