Who said that? They are selling an OEM license to install on a newly assembled machine that will be TIED to that machine. Seems a reading comprehension refresher course is in order.

I believe OEM licenses are tied to the machine sold\activated. Someone can check to see if the terms have changed for Windows 10. So if a company owns them and they have not been used on a sold...
