I have tried repeatedly to flash this to go back to an earlier build of Merlin, but it gets to 100% and fails. I have used an older Utilty as well. Any thoughts?

Out of respect, there is an ERROR.
That doesn't make any sense.
Because you are not powering on the unit (Router) twice.
It should be like this:
a. Boot the unit into "rescue mode"
