I worked at several Goodwill stores in upper management. At least in this region, that's how it's done. Target "donates" them to GW stores as a tax write-off, while we would pay a % of what the total...

Well the guy you quoted did specify that ""Donated" as in Goodwill still has to purchase by the pallets". Which makes the statement you said was false, actually true...

I went back to that same Goodwill today and bought 2 skids of Dreamcast systems that Target had donated to them, 200 systems for a total of $600. This is the best thrift store ever.

The goods get palleted up for resale in bulk. They do not “donate pallets of unsaleable merchandise to Goodwill”. All the merchandise gets sold to the highest bidder.
