Because those 200$ off are coming from Verizon in the form of monthly bill credits. Target has nothing to do with that.

Verizon seems to have the note8 for ~$760 if you do DPP. I wonder if target can price match that.

Both offers stack. You have to stay with Verizon for at least 24 months to collect all bill credits. Bill credits stop as soon as you pay off the DPP and/or cancel the line.
