Of course it does. They all require it because it needs to maintain constant power for wifi or bluetooth. You'd have to get one that runs on a battery for there to be no neutral.

These will work as-is without a hub, but without scheduling etc (if you use the iOS app). They will basically be a wifi-controlled switch. Not sure how they work with the Insignia app. Or you can use...

The Q&A on the page says you need one. I've never seen a smart switch that didn't require one because the switch needs constant power.
