I actually bought that Keeper one a year or 2 ago. Most of the Velcro fell off the rain flaps but it's kept everything dry so far and nothing else on it has deteriorated.

That's a different product designed for the top of your car. This product in OP is designed for tow hitch racks or even truck beds maybe.
