VA is apparent power. its watts + some number 'j' in rectangular form. this is going to be related to what the power circuitry can handle. the run time is related to the size of the internal battery....

think that poster intended to use the UPS for backup power and didn't want it to start draining right away - it may also save some cycles on the battery and a little bit of phantom juice.

That's not what ups's are designed for, they're designed to keep something running long enough for it to either power down safely or run long enough for the power to come on, not be a hillbilly...
