Depends. If this was actually refurbished by dell and comes with 3 year warranty ( I suspect this might be a typo) then it's highly likely some tech actually tested the new panel before putting it...

I had to buy 4 new ones total to get ONE good one. So maybe half end up being sold as refurb's or open box. I would think for a refurb... you would need to buy 10 to get one good one.
