If standard use $70 Samsung / Crucial 500gb SSD will speed up your PC more than adding RAM. If video editing then yes you should get more RAM +SSD + dedicated video card.

How much RAM did your new PC come with? If it has 8gb then your problem is probably bloatware that came pre loaded on the PC and mechanical HDD. In this case you should look for a SSD drive first.
