I was wrong to imply that you need the permit for 240V. You need the permit for any new circuit, at least in my city. The 240V is just some extra complication that you cannot just add a new breaker...

240 wire is same wire as 120, if you're getting a permit for one you'd need back permit for the other

No joke. This is actually a nice deal. Pretty easy install while doing a renovation. The thermostats aren't very accurate right out of the box.

Thats the average rate, which btw is 50th lowest in the USA. The more you use the lower the rate per kwhr goes...making it one of the few places electric baseboard heating is financially practical.
