If you send the video back out of your internet connection to your phone(not on your wifi) or to another location from your network then that data would apply to your data cap.

You're correct. The only time your data usage counts against you is when you use data that initially comes from your internet provider. The OTA movie you're talking about didn't come from Comcast....
