Not the case for me. But they did increase the plan cost by $10 for me because of "increase in speed." After calling they game me the option to return to my previous plan at the previous cost.

Bought the phone last week on my AT&T post paid account, and paid it off right away. Today I tried to submit an unlock request and got denied saying that the phone has to be active for 60 days....

Nope, only $10/month for the phone. You can pay off the full $300 anytime and have no monthly charge at all.
