Mine seems okay. I didn't actually try to drill a hole in concrete with it, but I put a battery in it and the chuck opens/closes properly. Like spudsdude said, the motor speed sounds the same...

I’m returning mine as well. Gear switch wasn’t working. Loose metal sounds inside. Outer chuck ring is loose. The thing was packed in 2 glorified envelopes - no padding.
